My mail-in ballot arrived today. anniemal says they started mailing them out yesterday. I requested it on-line Aug 14. Aug 6 we each received pre-filled-out ballot-request forms from the "Center for Voter Information" with pre-paid return envelopes addressed to the county registrar.
