Since I get this question a lot - there are two ways that tend to be the easiest for people who don’t want to troll youtube: veoh.com and bittorrent. For Pepa and Silvia scenes exclusively, you can always visit the Pepa Y Silvia message board, which features downloads of episodes cut to just feature those scenes:

The group has been chasing a gang, not knowing that the Precinct's very own psychologist Ruth is actually in league with them. When Lucas and Paco finally catch the ringleader, the gang, with Ruth's help, take over the precinct and hold everyone hostage. Don Lorenzo shoots Ruth, killing her and is arrested and tried for murder.
This is particularly devastating to Montoya, who was in love with Ruth, and had no idea she was a traitor. This, coupled with the knowledge that Silvia lost their unborn baby when she was shot in the gut by the same gang in a previous encounter, sends him over the edge. He relapses into his alcoholism. Silvia, still mourning for her lost pregnancy, divides her time with helping Montoya through his grief and doing whatever she can to support her father while he undergoes his trial.
Paco, in Don Lorenzo's absence, has been put in charge of the station. As a result, chaos reigns supreme.

In charge of the station in DL's absence, Paco is now reeling from discovering that his best friend Mariano is engaged in an affair with his wife. He tries to hold it together when Lola shows up at his work and expresses concern for her father. He reassures her, but before she turns to leave-
LOLA: One more thing, Paco. [hesitates] Your sister Pepa called.
PACO: I don't have a sister.
LOLA: Paco, it's been years, already. Why can't you just put it aside and call her?
Paco explains that he has too much else to worry about and cuts off the conversation, but it's clear that at the end of the day, the news has taken its toll. He has a panic attack, and calls his shrink, who finds Paco on the floor hyperventilating in and out of a paper bag.
Paco explains he is overwhelmed: his best friend is having an affair with his wife, his daughter isn't speaking to him, he sent his other friend to infiltrate a prison, Don Lorenzo is going to be convicted for murder, and on top of all that, he hasn’t seen his sister in years and now she's calling him.
The doctor advises him to write all his problems down on a piece of paper and tackle them one by one.
EPISODE 405: Paco calls Pepa
Lola finally made it clear to Mariano and to Paco that she loves Paco and would not leave him for Mariano. In order to forget his feelings for Lola, Mariano has undergone an extreme procedure to wipe out his memories. Paco and Lola managed to get to him in time to stop the procedure, but it has left him unconscious. As Paco sits with him, he looks at his list and dials his phone.
We get our first look at Pepa as she reaches into her car and picks up the call.
PEPA: Yes?
Paco is overwhelmed, and doesn't know what to say.
PEPA: Who is this? I'm sorry, I can't hear you. Who is this? Hello?
Paco panics and hangs up the phone. Pepa is confused.
Paco fumbles for his plastic bag.
EPISODE 406: Pepa calls Paco
Paco is now at the precinct. He gets a call and answers it.
PACO: Yes?
Pepa once again in her car, fusses with her gun and places it on her dashboard.
PEPA: Hi, good evening. I'm sorry to call so late, but I got a call from this number and I got cut off.
PACO: Well, I'm sorry, young lady, but I haven't called anyone.
Pepa frowns. That voice is familiar.
PEPA: Paco?
Paco freezes.
PEPA: Is that you?
Paco once again hyperventilates. His eyes water and he chokes down a sob, cutting off the call.
Pepa again is hung up on.
EPISODE 407: Pepa leaves a voicemail
Mariano, who has woken up but now is having hallucinations, locks himself in an elevator. Chasing him, Paco gets a phone call, but he sends it to voice mail. Later, he checks it.
It's Pepa.
PEPA: Paco, what's the deal? Are you ever going to pick up the phone? How many years has it been? Two, four, six, … eight? It's been eight years since we've spoken, and now you call and hang up on me twice? Mom was right. You're a fucking sentimental fool. Well, if you need me, you know where I am. I promise I won't hang up on you. I love you, big brother. Ciao.
Paco blinks back tears, and smiles.
EPISODE 408: Paco leaves a voicemail
Six months have passed since Pepa's voicemail and Paco finally has called back. He leaves her a message on her voicemail. He tells her that it's been many years and a lot has happened, but he misses her and hopes to one day see her on his doorstep. He wishes her a good day and then before he hangs up, he hesitates.
PACO: This is Paco. Your brother.
He hangs up.
EPISODE 409:
Intel provided by Povedilla's stint in jail has revealed the location of a warehouse that is linked to Julio Olmedo and Salazar, the crime lord they're trying to bring down. Montoya dresses as a bum to observe the safehouse. Meanwhile, we see someone observing him.
When Montoya, Paco and Mariano finally get the order to burst into the warehouse, they only see an answering machine, which contains an encrypted voice giving orders to kill someone.
As they search the safehouse, we see someone inching their way toward the safehouse with the gun.
The woman bursts in on them.
PEPA: FREEZE! I'll shoot whoever moves. Throw down your guns.
They freeze.
PEPA: Now, dammit! Now!
Montoya turns and draws his weapon, but Pepa shoots a warning shot, near his foot.
PEPA: On the floor! I'm a cop!
Paco lifts his hands.
PACO: Easy! We're cops too! I'm Inspector Miranda, from the San Antonio Precinct!
He lifts his badge. Pepa blinks.
PEPA: Aw, shit. Paco?
Paco turns and carefully shines the line on Pepa's face. His eyes widen.
PACO: Pepa. [Montoya reacts] Put down your gun, Montoya. Put it down.
Mariano carefully lowers Montoya's gun for him. Pepa lowers hers.
PACO: She's my sister. What the hell are you doing here?
PEPA: I came from Sevilla. I've been following Julio Olmedo. He's from Sevilla.
PACO: Shit.
Mariano turns, and wanders toward the back of the warehouse. Paco is overcome.
PACO: And you're…
PEPA: Like you, Paco. [lifts her badge] I'm a cop.
Montoya stares. Mariano edges into the backroom and lifts the door to the hinged freezer. He makes a gruesome discovery.
MARIANO: Oh, fuck. PACO! Come here! You have to see this!
Montoya, Paco and Pepa ease their way to the back room. They look in the freezer.
Inside is a dead, frozen body.
MONTOYA: Shit. This is Julio Olmedo.
As Pepa, Paco and the rest toss each other confused, concerned glances, we SMASH TO BLACK.
NEXT UP: 4x10 - It seems everyone has an opinion about the sudden appearance of Pepa, Paco's long lost troubled sister. Montoya is in love, Don Lorenzo is disgusted, Sara and Lucas find the drama hilarious and Mariano just wants to keep the peace. While Paco tries to make amends, Silvia reconnects with the first and only girl she's ever kissed. And then there is the most awkward family dinner ever.
