Okay, so I'm working on outfits for my husband and I... and currently I have a workable outfit (well, mostly) for myself except for one very important thing: some sort of contraption to cover myself on the bottom so that I'm not arrested for public indecency. I think I found some good patterns for skirts of varying lengths and style that might be appropriate, on cutoutandkeep.net

I started here: http://www.cutoutandkeep.net/projects/burlesque_bustle_skirt which I followed in a draft run before modifying it. I used a heavier fabric and as a result found the the lengths suggested for each layer seemed too far apart.

After I bounced around other skirts on that website, I found a few with patterns that might suit, so probably worth it to have a look in case :)

I'll be going back to make some kind of under-skirt to compliment the bustle.

Have you thought about skirt lifters? I made myself a nice Edwardian walking skirt (long, but not poofy, pattern from Truly Victorian, I believe: www.trulyvictorian.com), and then I stitched two lengths of ribbon to the front of waistband. The ribbon hangs with one end on the outside of the skirt, and one inside, down to about my knees. Then I just gather the skirt evenly where I want it in the front, and tie the ribbons up in bows, while the rest of the skirt hangs in the back for a nice trailing effect. My costume is meant to be a simple working-class girl, so I just used plain black ribbon, but you could use anything, really.

FROGS!
Erm, close the vest with frogs which can be sewed on without buttonholes. Think band uniforms and 19th centuryuniforms. Check fabric stores. Also:

You could keep the pants and get some awesome boots. Nothing said women HAVE to wear skirts. We are screwing with history here. But when I do, I take what I have, and pin the front up. it gives it a layered look. No sewing required.

They look very nice with boots...and you could pass them off as a riding outfit.
