Nova's Chickpeas

I first got this recipe from an acquaintance named Nova, who cooked these at my 2nd (I think) Pennsic, back when Lease ran the mealplan. so that's how it's titled in my recipe book. I believe there's an official name for this dish, like in another language, but I've got no clue what it is.
