Anyone know who to call if your neighbors are constantly neglecting their dog? He's been sitting outside in the sleet/hail all morning, and I can't take seeing him like that anymore. :( They've been leaving him outside without any place to go for shelter since we moved in this summer, and I'm worried about what will happen now that the snow's here.

Long shot, but I'm putting it out there, I work at the Kenilworth (Kenmore Ave near Niagara Falls Blvd Location) Library and got a call that they had a declawed orange cat hanging around trying to get in the building, just picked up by the SPCA
