Animal neglect problem.
Anyone know who to call if your neighbors are constantly neglecting their dog? He's been sitting outside in the sleet/hail all morning, and I can't take seeing him like that anymore. :( They've been leaving him outside without any place to go for shelter since we moved in this summer, and I'm worried about what will happen now that the snow's here.
