If I may be so bold, I would like to offer some Unsolicited Advice (tm). If I am overstepping myself here in any way, please tell me to shove off.
Job-wise, you are more likely to get a job that you can make a career out of if you already have a job. It sounds backwards, but it's worked for EAR, and sarahke. They both had crap-ass jobs and were able to trade up. EAR was working at a Shopper's Drug Mart for a year before he got a job in his field. If you haven't already - try the local grocery store, pharmacy, Timmies. Be a stock person or a dish washer. It will solve the immediate money issue as well as demonstrate your willingness to work (which I know from experience you have in spades). Now to address your other points

I agree with all of what Ilanikhan said. If you are close to getting your coat of arms done (Close being defined as in the next 3-4 months), then I would wait and send them all together. If you think it is likely that it will be longer on heraldry, then send one then the other.
Bear in mind too- Names frequently pass more quickly and easily than heraldry. However, you can't submit heraldry without a name (either already passed, or in the same package). If you want things to pass at more or less the same time, send together. If you don't care, send whenever.
ON feast gear: I bought ours in the camping section of Can tire. It is not fancy (nor super period), but it is indestructable stainless steel. It works for camping and for events. It will not smash in the car or when I drop it on the floor. I can put it all in the dishwasher when I get home. It was not expensive. These are all good qualities for feast gear.
That is a great list! Similar to my own in fact. :) Maybe you could have a black tunic at some point that goes over a whitish or yellowish undertunic. (Yes, I think you spelled braes correctly.)
Eventually, I'll probably buy one of Kes', but for now a plain mundane belt serves quite well, and is what I suggest to you.
Clasps can be home made, I have a good link somewhere, I will look for it, but you may need to remind me.
I know very little yet about armour, probably less than you do, though I have gleaned some good ideas from what you wrote above. Thanks. :)
Pouches are relatively easy to sew in rectangles, they can also be made from circles.
Most of my feast gear came from the Salvation Army stores. I like buttongirls, it is pretty much indestructable. Shrimp fork! Kes used to sell utensils through FCP, not sure if she still does. Wooden spoons, the kitchen kind work.

I want to get it all passed at the same time, thus why I want to wait and send 'er all in, in one nice neat package.
