Just adding onto Constance's thoughts ...

Money is a huge deal. (We are going through this too.) It is okay to get this assembled slowly and in stages. Some people can go out and buy everything they need - top of the line - in one shot. Others can't. Don't worry to much. Do what you can. A wise friend of mine once told me that the questions you should be asking yourself in the SCA are "Am I learning new things?" and "Am I becoming more period/more my persona?" If the answer to those is "yes", then it really doesn't matter what others are doing.

White is generally the colour of choice. Piers does have one black undertunic. If you are doing Irish, yellow is also an appropriate choice as saffron coloured shirts were commented on by English conquerors.

Constance already commented on pants. I have a Celtic colouring book that shows representations of fashion from B.C. times up until the 18th century. I can't remember what period you wanted to do, but I will bring it to the MArch meeting and you can look through it, if you want.

As mentioned, KES sells belts - nice ones. Depending on how early you are, cardwoven belts may be a better choice. If you don't want to or don't have time to learn cardweaving, you can pay someone to make one for you. Or barter.
