I made my Wizarding America more like what I wish our America was, albeit with a very dark core. The two most powerful wizards in America (third or fourth or something in 1995) are Quetzalcoatl and Tezcatlipoca, beings who worshiped as gods by the Aztecs. Quetzalcoatl, being the only "nice" Aztec god, is friendly and supporting, and the head of the International Magical School Association or something. He also runs a school underneath the salt lake (chosen because who would search for wizards in a desert?) that teaches a fusion of European, Mesoamerican, and other native magic. He's also a former president who organized an alliance with the ultra-capitalist Russian Magical Federation and the last "brothers in faith" (faith to God/Allah) state of the United States of Islam, and a respected national hero ( ... )

Apparently, the certifications of Muggle doctors are now acceptable in wizard court, even though one would think Samantha would've seen a HEALER for such verification.

No kidding.

If this was pre-OotP, then the doctor gaff would've been acceptable. But, as you said, HTE was written afterward, and we saw what wizards think of Muggle doctors: "Doctors? Those Muggle nutters who cut people up? No, that's a Healer!"
