What the heck is up with people writing detailed outlines a month before NaNoWriMo? Why is this now okay?

One of my cats keeps...rolling in the cat box.
When we first changed it earlier today, she lay in front of it, wiggled for a moment, and then proceeded to rub her head and face in the litter. She looked...ecstatic, as if we'd just given her an entire tin of catnip.
