Doubledore must've been this retarded twin of Dumbledore's that was set loose into the HP fic world. That's must be it. I can see no other explanation. Besides the author a fucking moron.

*snorts* Why am I imagining a 40's Hong Kong action flick? And what's with the terrible naming? There are thousands of wonderful names out there, why in the world would someone name their offspring 'Bombay' or 'Dragon' ... hold on. I take that back. Draco Malfoy, I know. The poor child. ;) But honestly, I have trouble believing those names are meant for girls. Woodwolf? Andre?? Meh?
Bombay raised her hand and shouted a random word, "Penguin!"
