I think they do. Not long term regret like we would usually think of it, like "I wish I hadn't had sex with that dog, because these puppies are annoying."
But more like "I wish I hadn't jumped up to bark at that thing that turned out to be non-threatening, because then she wouldn't have moved her feet, and I'd still be snuggled up on her fluffy -

Ipods/mp3s. It drives me insane when I'm talking to someone and they've got one or both earbuds still in their ears like what I'm saying is so boring it has to have background music. It's also rude in a group of people when two people are sharing a music player - you know, each of them has an earbud in one ear. That really annoys me too.
