Where can I find a Commissioner of Oaths in/near downtown, preferrably where I don't need an appointment?

If I am claiming welfare, but also travelling (for less than 90 days) outside of Quebec or Canada, do I continue to claim welfare?

I don't want to ask the welfare office, because I don't know what sort of consequences might exist.

I had a question about liquor licences..

If an establishment doesn't have one, is it possible to get around it by selling tickets then exchanging those tickets for beer?

I heard that it's one way people get around not having a liquor licence, but I just wanted to make sure, in case that's not really how it works.

Does anyone have a personal recommendation for a notary and/or house inspector for a property downtown/village? From my own research, prices range from $700 to $1400 for a notary, and $400 to $700 for an inspector.
