Why are you requesting your driving record from the US? When I got my Quebec license I just went to the SAAQ and switched out licenses. No tests, no driving records needed.
The guy I talked to told me that since my license was last re-issued in 2006 that I'll only get 'experience' based on 2006-2009. He said that I may not be able to get my full class 5 unless I have my driving records from the US showing that I've had my full operator's license for the past 7 years. My state requires me to have the application notarized in order to have the records released to me.
Thats really strange. Everyone from the States, that I know, just went and switch out their licence, thats it thats all. I just made an appointment, went in, signed some forms, turned in my FL licence, and got my temp QC licence. I got my regular class 5 in the mail a few weeks later.
What you want is called a commissioner of oaths here in Quebec. A notary in QC is something entirely different, more akin to a lawyer (in fact both have to go to law school, and I can't remember if notaries go to the barreau after or not as well).
