Why are there buses on Randell?

I meant the Batavia Jewel, which is down the road from my house. (I'm within walking distance of the post office.) And there are buses on Randall because a few weeks ago they put a bus route in. Monday was the first time I'd seen a bus. I'm so used the them on 31.
