I'm wondering if Susan was on Gallifrey when the Doctor pulled the trigger.
I have finally, reluctantly concluded that, if the Time Lords were desperate enough for brains and/or bodies to fight the Time War that they hunted down and resurrected the Master, then they'd've gone to the lesser effort to conscript Susan too.
