I like this idea. It wouldn't interfere with people getting out of cars there and wouldn't entice school kids to pick anything (experience talking here.)
I don't know if I would plant anything there at all. I'm fairly sure anything between the sidewalk and street counts as city property, and they might come tear it up or cut it down.
I like my bronze Ajuga, it fills in rapidly, I'd give you plenty if you wsre close, and it does not require any care. The thyme is wonderful too, and it smells good. Ajuga is just pretty and low. Bamboo would be picked and mashed, I think. All bamboo is invasive no matter whether it is clumping or running in designation.
I'd put lavender there. We have a weird strip on the side of our house that we filled with lavender, it smells good and seems to take quite a beating from our rude neighbors who park there.
I like rosemary at the front of the house as it's evergreen, nice looking and edible. Also, I prefer things that are low maintenance like iris or other bulbs that you leave in the ground. Mulching over the area heavily with cardboard and wood mulch will get rid of the grass, support whatever you plant and keep maintenance low.
You feel the streets are tainted and polluted? I'd assume that soil is no less pristine than your average yard. Rosemary usually gets cooked and is used in small amounts. YMMV.
