I have a very narrow, long, hell strip in front of my house. See my nifty arrow below.

Yeah, the kids will have a field day with any flowers, including lavender. I like the thyme and sage suggestions but ornamental grasses (red grass, zebra grass) are tough and pretty, too, and provide a knee-high or taller screen that the kids won't want to take home to Mama.

Creeping Thyme sounds about the best from the solutions. You don't want anything that could be construed as a bush, and you definitely don't want Bamboo. There are lots of creeping things you could choose from. Ajuga is a good one too. St John's Wort would work too.

Walker's Low catmint would be a good spot there. It's tough, hardy, takes all kinds of North Carolina weather, has pretty but tiny blue flowers that kids aren't as likely to pick as something large (but if they do, it'll bounce right back) and provides a nice meal for pollinators. Plus it's cheap and spreads a bit more quickly than creeping thyme. Higher than a ground cover, but still fairly low.

Hmmm, I have catmint in my backyard & it seems to be doing great. I must consider this, thank you!

How about the Purple Queen? Low-growing, fast spreading, nearly invincible in their hardiness. Plus, they are actually purple!

**Caveat: this plant is considered by many to be invasive, but since your planting area is completely surrounded by concrete, your containment should be good.

I would plant some form of ornamental grass. I have some in my yard, I wish I knew the name. But its like green with yellow horizontal striping. SO pretty!
