After his talk with Merlin, Arthur thought long into the night. Sometime after midnight he put his thoughts to paper. Tomorrow, Camelot will have a new law, and after that, for the first time since Uther outlawed magic, a witch will stand trial, not go straight to the executioner's ax.

“Sorry Sire, but this law will open Camelot to magical attack -”

“No, Sir Edward. It, in fact does the opposite. Users of magic will be accountable for their crimes. Crimes that, across all the Kingdoms, are illegal,” Arthur challenged back.

“But! Sire! Magic is illegal!”

“And I am proposing that thaumaturgy will no longer be illegal, but if acts the caused from its use, are then the person will be tried accordingly.”

“But it’s use makes good men evil and power hungry! Your father-”

“Fought a unending war, because he was angered of the acts of a few.” Arthur really hated taking a page from Merlin’s book, it made his manservant much too smug, but his words would be understood best to men of the sword. “Tell me Sir Edward, if you were asked to check out a brawl at the pub were a man was stabbed to death, did he killer not perform an act should be punished?”

“Of course Sire.”

“So as this act never happens again, should we ban all knives?”

The knight didn’t know how to react to the question. Arthur could clearly see them come up with answers, but one glance at their king, and their mouths stayed closed. Most like, Arthur mused, most didn’t want to insult the king. Others, Arthur could tell, saw the question for the trap it was.

In the back of the room stood Merlin, watch the debate silently. When Arthur made eye contact with him, Merlin gave a half grin, before shifting his eyesight to Gwaine, the only other knight that knew Merlin’s secret. Arthur saw the small exchange before Gwaine rolls his eyes a spoke up.

“That wouldn’t make sense, Sire, the knife is a tool and many citizens use them without altercation.”

“Exatally. Without the knife, a man cannot butcher his meat, or cut hie leather. It is a tool, nothing more. Why can’t we use magic for the same?”

“But, there is nothing good that becomes from magic!”” Sire Edward countered.

“How about healing? Or defense? Druids us to bless the land for harvest and fertility of the live stock. Do we not gain a large portion of our meat from the forests itself? Forest Druids use to care for?”

Arthur could see, in every man and woman gathered in court, the lesson sinking in, causing them to think on his words.

“For far too long,” Arthur continued, “Camelot has been at war with a tool that is so far ingrained in our land, that it’s marks are all around us. We have lost brothers-in-arms and citizens alike. They have lost healers, religious figures, craftsmen, even children. Isn’t time to see that we are killing each other, and in doing so there is no winner in this war? My own family was torn because of my father and his refusal to see anything but evil in every shadow.”

Taking a pause to catch his breath and let the words take root in their minds, Arthur looked to Merlin before continuing again.

“Isn’t time to heal Camelot? Make it the strongest Kingdom across the land? Bring back safety and security to our people?”

Surprisingly it was Leon who asked, “How are you going to do that, Sire?”

When Arthur looked at him, there was no challenge in his face, “By, Sir Leon, changing the law, but make no mistake, those who still use magic, be it to harm Camelot as a whole or even the lowly street beggar, will face trial as any other criminal. Starting tomorrow with the witch in the dungeon accused of trying to assassinate me.”

With that the majority of the court nodded, before Sir Edward spoke up again, “I hope you know what you are doing, Sire.”
