The milk is powdered to allow for easier transportation, as well as preservation with the current lack of refrigeration.

Add it to the water that you would drink anyway.

Transportation? The milk isn't going anywhere. It is here. I am trying to drink it. It is undrinkable. Why is it this way? Because some humans dehydrated it.

This is not efficient. It's annoying.

But he truly doesn't mind Equius's attitude - after all, he's taken care of him for the last six sweeps. So for now he simply goes to take care of the empty glass, and then find another task to occupy himself with. If Equius needs him, though, he would be more than happy to stick around.]
