I like this idea a lot. Fifteen sounds okay, although I think maybe even larger groups - 20-25 would be ideal. I think a few larger groups would work the best for actually generating activity.
I would also like to see the mentor groups mostly kept in tact. It seems like it would be easier to organize, too - just smoosh together as many mentor groups as necessary to come up with an approximate number of people.
Mmmm, well, would it just be consisting of teachers or staff as well? Because I'd love for Gumi to keep being a mentor, but she's not a teacher, she's just maintenance staff

The homeroom staff would be adults who would be trustworthy and responsible to a certain degree, and player activity would play a part in whether their staff members would be specifically assigned to a group. If they aren't assigned, they can still organise to sub whenever the official staff member is unavailable, or attach themselves to a specific homeroom group informally.
The kids can still go to any of their homeroom teachers for individual attention or help, and since they're meeting at least once a day there's more time and attention to go around. If we merge mentor groups as one, kids will still be assigned to the staff member they're used to. As the post says, the mentor system is essentially still in place.
First thought right away... and it's more clarification than anything. By "teachers" you also mean other staff members, right? Example, Reki is a staff member and currently a mentor, but he is not a teacher. Could he continue to be a mentor under this new system?
As for other feedback, I like the idea of having larger groups and more mentors per group. There is more of a chance people will be active. 15 to 3/4 sounds good. However, while only one teacher/staff is required to be in the room, I think I'd like to see more than one being encouraged. One staff to fifteen students is a little hard on that person OOC for logging, keeping track of group purposes. What if only one mentor is available, and all fifteen students decide to be active? Unlikely, but I would feel so bad for that mun

When we said 'only one would be needed', that wasn't 'only one is allowed to be there at any given time' but 'if only one can log it, that's okay'. If all two/three/four staff want to be there in the morning? That's great! But we're aware that expecting every staff member to participate would just create the activity problems on a larger scale.
RE clashes: We already spend a lot of time carefully organising mentor groups to avoid players with multiple characters in one group, so don't worry, we wouldn't slip up in this situation either if we could help it.

I think it would be best to keep the mentor groups intact as much as possible, since some of them are actually working pretty well.
As for size, fifteen sounds about right, with at least three, preferably four mentors.
