2000's film with voodoo elements

Looking for a film from the early 2000s...has two main female characters. One of them cuts the other's hair, and uses the girl's hair in a voodoo doll. One of the main scenes has her walking the doll up a staircase which causes the other girl to fall down a flight of stairs.

Even though a lot of the details are different, I just want to make absolutely sure you didn't have Teen Witch in mind. A girl makes a voodoo doll of one of her teachers, which later gets kicked down stairs and put through the washer, leading the teacher to fall down a stairwell and walk through a car wash. Even if it's not what you were thinking of, man, this is so bad/good:

It wasn't a film, but this sounds a lot like an episode of the old TV show, "So Weird."

Yes, that sounds closest to what I was thinking of. I never learned the title, but the description of The Skeleton Key's plot sounds similar to the film I saw part of.
