Here in Nashville we have a hotel that has a rotating restaurant at the top. IDK if that's what you mean, though.

Here they are often called "observation decks" or rotating restaurants, if they are a restaurant. But observation decks can spin or sit still, so it doesnt classify it just for the spinning i guess.
