I was just thinking today about a movie we watched in my sixth- or seventh-grade social studies class back in the day (so, definitely pre-2000s, it existed by 1998/99). It was a movie that took place in South Africa during the time of apartheid. I don't really remember any of the details, actors, or the title... I've read through the Apartheid/

I agree. The redhead was the protagonist's girlfriend, I think.

If she dies trying to protect him from the police, and the main character is played by Stephen Dorff, then it's definitely Power of One as mentioned above.
