I agree with this. There will be some people who will want to be there no matter what, while others will appreciate the announcement so they can celebrate anyhow (send a gift, etc.) even if they can't make it.
I don't think it is ever bad form to send an invite to let someone know that you'd love to see them. And you can always spread the word via the grapevine that you know not everyone can make it, but you wanted to make sure they knew they were wanted anyhow.
I think it'll be fine no matter whether people find out via phone, announcement, or on facebook. A few people may pass, but I think you'll still get the majority of your guests (who would be able to come regardless).
We waited to change our facebook status to engaged until every person that we wanted to hear "straight from the horse's mouth" did so. So, all the phone calls that needed to be made... we waited about a week. I would let family and close friends know over e-mails or phone that you got married, rather than risk them finding out over... social networking.
You should have the reception whenever you want. Send out your invites about 2 months before, or if you're waiting less than two months then send the invites asap when you know the date of the reception.
