I remember you wrote about the renovation of khrushchevki. Don't you know who financed this renovation? Residents or the state?

Old scheme was 50-50: 50% paying residents and the 50% the state.
In the social risk areas (districts with high level of unemployment) only 15% paying residents and 85% paying the state.
For the "normal" people the scheme is quite complicated: state pays 15% and gives the opportunity to get a percent-free loan. After the renovation state will additionally compensate part of the expenses depending of how much the energy consumption has been reduced: if the energy consumption was reduced by less than 30% then only 15% will be compensated, if energy consumption was reduced more than 30% then the state will compensate the percent of energy reduction (if e.g. energy consumption was reduced by 52% then state will compensate 52% of expenses; they want to encourage to use more advanced technological solutions).

My additional observation: from the talks with people I found that the "normal" resident expenses are about 3-4 thousands EUR for the typical 2-4 room flat.
