Why are the Council Members from Bell not in jail?  Why are most of them still being allowed to maintain their jobs with salaries over $100,000 a year?  Sure that's a drop from the $400,000-$1,000,000 that they were making by stealing from the city, but it's not anywhere near punishment enough.  There should be serious jail time for all involved
