It depends on how Cedric survived. If he never went to the graveyard at all, then people would be disinclined to believe Harry, who by this point probably seems like an attention-seeking, troubled youth. On the other hand, if Cedric survives the trip to the graveyard, he can tell his own side of the story, and I reckon he'd make a pretty credible witness and perhaps even help Harry's story.
As Nagi said, it depends. If Cedric never went to graveyard, I think Cedric might have a difficult time believing him. Maybe he would think something happened that, coupled with the trauma they both went through in the maze, finally made Harry crack. I mean, if I were a student, I sure as hell would think up any excuse I possibly could for Voldemort not returning

Less people that what, the five who originally believed Harry to begin with, corpse or otherwise? Perhaps the lack of Cedric's body would have left people more sceptical, but Harry had to prove it to Dumbledore, who would have believed Harry either way (plus Snape's Dark Mark going off would have been a giveaway, given that Voldemort did summon Snape there and Snape chose to wait a couple of hours), so I don't know how much it would have affected things on a grander scale (like getting the Order back and still having issues with the Ministry
