I don't know that Cedric's body was all that much proof, anyway. I mean, Rita had already started the "dangerously unstable" Harry Potter campaign, so I bet some people already wondered whether Harry killed Cedric to win the Tournament. Or Cedric could have had a heart attack from all the stress in the maze, or... well, they could come up with plenty of plausible explanations that don't involve Voldemort. Even a rogue ex-Death Eater would do.
If Cedric saw Voldemort too, on the other hand, they might be more inclined to believe Harry. If Cedric didn't see V, who knows?
I've never really thought about it before, but what if the exact opposite of what happened in the books occurs? If Cedric managed to somehow survive Pettigrew's initial strike, what makes you think that Pettigrew would be able to tie Harry onto the headstone to begin with? Cedric is described as a tall, well-built young man, while Pettigrew is described as a short and fat. Physically speaking, Cedric should have been able to overpower Pettigrew and then he and Harry would have left before the resurrection ceremony ever took place.
