As Nagi said, it depends. If Cedric never went to graveyard, I think Cedric might have a difficult time believing him. Maybe he would think something happened that, coupled with the trauma they both went through in the maze, finally made Harry crack. I mean, if I were a student, I sure as hell would think up any excuse I possibly could for Voldemort not returning.
I think one of the problems, as far as convincing students goes, is that Harry doesn't exactly want to talk about it. He says Voldemort's back, and Voldemort killed Cedric, but refuses to go into details. He just wants everyone to believe him on his word. Which is understandable. But should Cedric survive by not going with Harry, I can see him asking Harry what, exactly, happened once he touched the cup. Cedric would want to know, not just out of curiosity and incredulity, but because he would want to know what sort of fate he had so narrowly escaped. And Harry of course, being Harry, would probably refuse to tell him. Which would be suspicious. So I could see Cedric trying to logically piece together a scenario that would cause Harry to think he saw Voldemort return. He wouldn't think that Harry was lying since he saw his character mettle first hand, but he might think that Harry was mistaken. And Harry would just get angry and sullen once Cedric informed him of this, and then there would be major angst.
And... apparently I just like putting the boys through angst and strife. :) But yeah, if Cedric never went to the graveyard, I'm pretty sure NO ONE would believe Harry. Even the people who knew him would probably be skeptical.
