I would presume it would only be enforced while she was there, and someone else can just declare the ban vacated.

I just thought of a solution to Umbridge's usage of the Blood Quill. STEAL IT, then IMMEDIATELY destroy it. True, it won't be usable as evidence against her, but she won't have it anymore.
