SO i learned a new verb,cramming, to cram. IT's some unauthorized company putting charges or changes on somebody else's phone bill. AT&T told me that's the verb, the word for what happened

Ah, so one of these "others" could be a crammer abusing your goodwill (or taking advantage of your lack of resources for preventing fraud).

What kind of license would I have to show you in order to become a service provider and get you to put charges on my, uh, customer's account?

Apparently any kinda license. Dog license, cat license, fish license, boat people license, half a b licence says toad! :)
