Romana II is fantastic! I adore her sly sense of humor and appreciation of the absurd. She stays calm and amused in dangerous situations, which she can afford to do because she is ridiculously smart. I like her playfulness and her smile. She's the Doctor's match in pretty much every way.

Rose Tyler is utterly fantastic! The haters don't know what they're missing. I think the moment I first loved her was in The Unquiet Dead, the first episode of New Who I saw, when she ignored her own imminent death long enough to tell the Doctor "I'm so glad I met you" with a genuine smile. That was just one of many examples of how gutsy and full of heart she is. She's also smart (not educated, but quite clever), perceptive, compassionate, loyal, and incredibly determined. I love her best in S1, when she challenges the Doctor constantly and grows before our eyes with every episode, but she has plenty of moments of greatness in other seasons too. Harriet Jones is a true leader. She puts her constituents first, trying her damnedest to make the PM listen to her health care proposals even during a UFO crash crisis. When Nine couldn't quite bring himself to risk Rose's life in WWIII, she ordered him around, thus reminding him of the big picture. She is unflappable, whether suddenly teleported onto a Sycorax ship or staring down the Daleks that have come to execute her. Though she makes mistakes (and I do think firing at a retreating ship was wrong), she is always doing what she thinks is best for her country and her planet.

Even when she has been hurt deeply, she can put aside any personal grudges in order to do what is necessary for the greater good. This is a woman who does not give in to setbacks. When ejected from office, she learned advanced computer skills and built the subwave network, thus finding a better way to solve the problem of the Doctor's sometimes absence in a crisis that before she had only been able to solve with missiles.
