Trained to make citizens arrests, they started in NYC and spread to other States and eventually , all around the world.

Apparently, the Guardian Angels isn't the only idea borrowed from New York City.  William Bratton from NYC is also being consulted for crime reduction.  Apparently, the formation of citizen groups like the Guardian Angels carries its own hazards and is subject to corruption.  The problem is that there is no structure of accountability to society when these groups are formed.  Power may corrupt, but it also attracts the corruptible.

Unfortunately, for every one of these groups, there were three gangs of the English Defence League looking for 'blacks' and 'pakis' to beat up.

I remember them from way back. They went into places -alone- where even the police feared to tread. They provided a useful service. There were two things you could see that would lower your anxiety on the subway, transit police and red berets. Plus the message was good - the real badasses are the ones who aren't afraid of gangs.
