In Detroit, the "Angels" are encouraged and supported by the police. Of course, they only come out once a year or so - on Devil's Night.
They've been fairly effective, too. When I was a kid Devil's Night was something to be genuinely feared. Now it's just a night with more people and police out patrolling.

The idea that a group like the Guardian Angels replaces a professional law enforcer is totally absurd. That is like claiming that volunteers in classrooms replace paid teachers. The greatest benefit of the Angels is that they provide an alternative to criminal gangs. They also make some old ladies feel more comfortable in public.

I don't think that one can totally replace the professional body, but act as a supplement to it in times of crisis. And anything that takes away ower from the gangs is a good thing. As is something that encourages women of all ages to feel safe in public.
