I haven't re-watched the series in a while, but this two-episode arc still stands out to me regardless of that. It really packs a punch emotionally. After giving a speech, the President and his staff and security guards are leaving the venue when there is an assassination attempt. The President is hit, as are others, notably Josh. We find out a little later that the assassination wasn't actually on the President himself, but his assistant, Charlie, and was racially motivated. It's an interest plot device to employ and it sets the scene for a very important piece of plot regarding the President to come to light. I won't spoil since a few of you on my friends list have expressed interest in watching the show.

But anyway, this arc employs flashbacks as a storytelling device and they are beautifully incorporated into the present timeline. It's the first time we see how most of the staff got their jobs and it does a lot to expand on each of their characters' backstory and the same time as really strengthening who we've already seen them be. There are so many parallels from past to present. One of my favorites is a flashback onto when Donna - an assistant of the Deputy Chief of Staff, Josh (a shooting victim) - got her job; it's a complicated process in which she essentially hires herself without permission and is thus without an access pass. So Josh, after being suitably impressed with her, takes his off and hands it to her. The scene cuts from her holding it sort of reverentially to her standing at the operation room observation window watching Josh go into surgery and she's kind of fingering a necklace she wears in the same manner she was holding the access pass. It's such a small, but very moving moment.
