It really does jar with the characterisation of Deserving!Snape, such that it is, especially considering the author is a woman herself. This is supposed to be a sympathetic character, so let's make him a raging sexist. (And also homophobic - "men were supposed to be with women" anyone? - but that got retconned away pretty quickly.) This makes no sense even by the standards of this fic.
Uh, calling bullshit on not being able to make a pain potion for women. Women's bodies dull the pain of childbirth. It's not much but it's still there and women have evolved for this. I don't think it's outside the realm of Wizardly to artificially induce something that's easily done by science.
