I don't know if they'd have anything like it, but if you check out the dressdiaries community they may have something along those lines, and they'd certainly have tips for adjustment. I believe they've got a sister community where you can ask such questions as well.

This is a men's pattern for a 19th century tailcoat

I wouldn't think it would be difficult to make it fit a female figure, depending on your shape. I'm making the pants from this pattern now, but haven't tried the coat yet.

Another thing that looks extremely circus-like at times is old band coats! I have one and I know from experience if you got a tailed band coat from Ebay or some such it would require very little modding to fit into your costume. Hope this helps!

I'd try Truly Victorian's Vest Basque pattern or 1881 dinner bodice to start.

or try looking for period riding coats for women, they have a very similar base shape to what you are looking for (tails, or skirting of some kind that can be modded, double breasted) and embellishments and tweaks can be done fairly easily, though the fit may require some work if you don't plan to corset.
