I have two budgies, and they usually aren't too loud. They do have periods every day where they squawk for a bit, but unless I have my windows open, I don't think you can hear them outside. (I don't live in an apartment, so I'm not sure about how loud they'd be that way.) I throw a cover over them at night so that they know it is time to be quiet and sleep. Even on days when I sleep in they are usually quiet until I remove it. (Though if I sleep in really late, I will occasionally hear a few disgruntled peeps until I get up.)

I can't recommend budgies enough!! They are amazing pets. We love TekiNacho so much. :-D

To answer your question... they're fine in our apartment. We don't keep them in cages-- the entire room is their cage, but we open the door and let them into other rooms when we're around.

There's newspaper under the heavy-traffic areas where they perch, but yeah, the feathers and poop do accumulate if you don't stay on top of the vacuuming. Budgie poop is actually really tidy though, so even if you get pooped on (a regular occurrence), you can just wipe it off and it's fine. It's not stinky either.

They DO wake up early and start singing, but it's not wake-you-up level loud (and we sleep in the room right next to theirs, with very thin doors separating the two rooms). Hope that helps. :)
