You are entirely within your rights to decline the position if offered, especially if you feel that you're not up for the demands of the job again. I don't think anyone will fault you for it. We really need an injection of new energy, and unfortunately burnout is a self-perpetuating problem. The current people have less and less energy and enthusiasm, so the new people see the group as dwindling or inactive. I think everyone would welcome an enthusiastic newcomer who is willing to take on something at the canton level so that other necessary shifts can happen.
