The chances of him having family or friends caught up in this mess... is fairly high. Innocent people are going to be just as much at risk. And he's seen too much of this already to sit back and watch idly.
So, having spoken with the rest of his office and tried to make plans to shut Urban Dev down/lock it up (whether they'll listen to him is another story), Reeve plunges out into the mess.]

This is insane. Which isn't surprising - mobs always are. What Reeves is shouting is just getting drowned in the shouting. And because of his efforts, he's going to be trampled.
Damnit.
Bruce swoops down, and he's grabbing onto Reeve's shoulder, trying to pull him up and away from the crowds that's trying to push him down. ]
They're not going to listen to you.

And then someone large and dark is grabbing him and pulling at him, and Reeve's first reaction is, frankly, to pull his gun on him.]

On a man in the most bizarre costume he's ever seen, parading around in a cape, of all the stupid things, and a rubber mask, and-- Reeve's eye twitches. He almost smiles.
He wonders briefly if he's going mad.]

He knows that the costume, stark black and grey with all of its edges shown, is delineating and foreign and ridiculous in daylight. He designed it for the night, after all. ]
You have more things to care about right now. Stay out of the crowds; you were almost trampled to death.

[First this... caped stranger comes barreling in, tries to tell him what to do, and then decides grabbing him and running off with him is a smart move? They're alone, there's no one to see if the freak in tights decides to kill him, and now he wants Reeve to calm down?]
I do not need your help, dammit, there are innocent people caught up in that riot that could be hurt--
[The gun is back up, steadied in both hands and aimed directly at the other man. This person could be anyone-- Deepground, a lackey of one of the companies, from the institution-- and without the anonymity of the crowds Reeve can't exactly escape unnoticed.]

[She's heard before she's seen, and then the crackle of an ice spell blasts somewhere to the right, stopping a fire before it can do much more damage than the initial broken glass from the Molotov that caused it. Then, before you know it, there's a ninja looking all too at home in the mess and clearly a little worse for wear, though it's almost just the general expected grime and injury from a fight like this. She's grinning, but mostly for show.]
This place is feelin' a bit too like home, ya know? ...And it's still not as bad as the last time this happened.
No one's purposely going after the load bearing walls. That sure was a doozy of not fun.
