What a silly rule.

When we were living in London, we not only acknowledged our neighbours, there were occasions when groups went off for a meal together.

And we've been back down that way a few times for parties and the like.

Mind you, that was West London, and the Brentham Estate was a bit unusual.

I say hello to our neighbours if I see them; most of them seem happy to do likewise. Only a couple of cold ones (out of 10 flats in the block).

I suppose it depends on how well you know your neighbours. I say hello to most of mine all the time (and vice versa), but living in a semi-rural area is very different to living in London, where I think people trust each other a lot less
