in the navigation strip, the ljuser icons aren't displaying:

1. After much anguish, I still can't change the entry security icons. Same with the .box images (the smiley face, the help icon, the LJ pencil, et cetera). Does the placement of the CSS matter? The only answer I got on my LJ support request about the compiler timing
