I'll give you three possible answers:

A: The cleaning drone was designed to avoid stimulating sensitive areas on a crest.

B: Drones are lifeless. Optimus is not. Megatron picked up on the difference.

C: The cleaning drone did set off that reaction, but Megatron's quarters are soundproofed.

Well, if B or C are true, it then begs the question of what happened when Megatron's creators helped him clean it.
