Youth A was aware that they would lose control of their powers, yes? And as such did not take any action to prevent harm being caused - negligence. A death was caused from said negligence. Duty and responsibility are, of course, incredibly important regarding any kind of power. Legally speaking, Youth A would be guilty of negligent manslaughter if a judge or jury - which, of course, we do not have - agreed that the results emerged from negligent actions.
Yes; they admit responsibility. As I understand it, they thought they could handle the loss of power. As well, this is not the first time something like this has happened. Some are speaking of building a "safe house," but I believe that in addition, discouragement is needed from such idiocy.
Both are questions we have yet to decide, and answer. However, generally speaking, if one is old enough to understand cause, effect, and their actions, they are old enough to take responsibility for them.
