I have a question for you, Discedo.

"Youth A" is shooting targets one day with a gun. Rather than do this at a range, they chose to do this not only in a place with people around, but in the middle of a crowd. A person is killed. While this was not the shooter's intention, this death could have been prevented by their simply moving their practice elsewhere; the worst sort of accidental death.

Should "Youth A" be punished for this "murder?" Back home, such actions are against the law, no matter the intent. But here?

To use fact, rather than example:

In a chip removal some time ago, the real Youth A lost control of their powers and did kill another, all because they did not take the time to remove themselves from others, even knowing their power was destructive and would be out of control. It was an accident; no one thinks otherwise.

But should "Youth A" be punished for their indifference, and recklessness?

all business, this is totally hypothetical, doing that blunt thing again
