Looking for Raindance

 Hi! I'm playing with Pokemon Platinum and I'm looking for TM18 Raindance. 
I found it should be on Route 213 exploring the sea part there, but I found every object but that.
I'd be glad if someone had a map in which I can see where it is clearly or some detailed explanations.

Some people actually say Route 223.

I think the move tutor is on Route 213 and you may get it from him for blue shards...?
