I actually haven't taken the time to catch them all yet, but yes, I do believe it is a glitch. Legendaries have never been except from that before o_o

And the second one is normal from what I've heard. They'll appear anywhere apparently.

Yep, they can run while they're asleep.

It's not a glitch. If you use Mean Look or Wobbuffet, it won't flee. :)

i used Mean Look with Raikou in the first instance i explained, but it knocked out my Ghastly that used it. though i didn't know Wobbuffet could keep opposing pokemon from retreating. :O

Yup, his Shadow Tag ability keeps pokemon in battle from running or switching out. Pain in the ass when I encounter one in the wild while I'm looking for something else. :P

Seconding this. A Diglett/Dugtrio with Arena Trap also works I think! (Not on Lati@s though... darn fliers)

It's not a glitch, they just are for some mysterious reason still able to flee despite their status ailments. It's stupid really, but oh well. :/

And yes, you can run into the legendary dogs while surfing. xD It's makes for some good LOLz.

I don't think its a glitch that they can run away. Cuz you have to use mean look to get lati@s, raikou and entei to stay put. They will run if they are paralyzed too.
