To evolve or not to evolve?

Hey guys, who else is still very much enjoying HG/SS? Anyways here's my dilemma. I've got my very first Poliwhirl for keeps on my team. But I'm still deciding whether or not I want to evolve it. If I do evolve it, I still don't know what I want it to evolve into. If you're a Poli-family owner, then I'd like to hear your input, especially about the

If you don't mind him being weaker, than a higher level and good moves can make up for him not being fully evolved. Otherwise, I personally prefer Poliwrath for his better movepool and for being a little more offense oriented (he also makes for a better Belly Drummer, if that is your thing)
