How does that work? Are you saying once I trade an Eevee from a Gen-III game to a Gen-IV game I can't trade it back to a Gen-III, even though none of the pokemon involved are above Gen-II?
If you've beaten Pearl/Diamond/Platinum you can transfer poke's from Leafgreen to that game through the Pal Park but you can only do 6 pokemon every 24 hours.
For Raichu I tend to prefer Brick Break over Iron Tail, cause it still covers Rock and Ice-types, as well as Normal and Steel-types. Plus, I find it to be more reliable than Iron Tail.
As for the Rain Dance/Thunder combo, it'll only be helpful if you're switching out Blastoise to Raichu in order to use Thunder. But then again, the boost to Surf from Rain Dance is useful too.
100 accuracy =/= 100% accurate. I think it goes up to 120 accuracy (or even 150?), and even those moves are not 100% accurate (or at least, I've missed while using a 120 accuracy move before). I don't fully understand the accuracy scale, or how it relates to percentages, but I thought I should at least point that out. :P However, 100 isn't low, either. It will make Thunder just as reliable as any other move.

As for the trading... you can't trade between gen 3 and gen 4. You can only import from 3 to 4, through the Pal Park, and you need to beat the league and update your pokedex to gain access to it. So... you won't be able to get an Espeon that way.
I think I understood what you meant, anyway. Having 100 accuracy really doesn't guarantee being 100% accurate, if there's a sand-attack or something equivalent involved, or the enemy pokemon has been boosting Evasion. Thanks for the reminder.
